Haneda Airport was returned to Japan from the United States in 1952, in turn being re-established as Japan's gateway to the skies, but due to the impoverished state of public finances in the postwar period, only expenses for paving the taxiway and apron were included in the national budget.

Under such circumstances, the government decided (based on a cabinet meeting understanding) to build a terminal with private capital, and in 1953 Japan Airport Terminal Co., Ltd. was established through the cooperation of major Japanese businesses, leading to the opening of the terminal in May 1955.
